Shukutsu Panorama Observatory: A Drive-Up View of the Sea in Otaru
Quick answers
- A hilltop lookout about 70 m above the Sea of Japan, near the Otaru Aquarium
- You can drive to the top: parking for about 10 cars, open at all hours, free
- About 10 minutes by car from central Otaru
- Aotsuka Shokudo, below, serves seafood from the Shukutsu harbor
The Shukutsu Panorama Observatory is a lookout on a hill about 70 meters above the sea at Shukutsu, on the coast just north of central Otaru, near the Otaru Aquarium. It looks down on the Takashima cape, with its lighthouse, and out over the open Sea of Japan, with gulls calling. You can drive right up to it, and it is open at all hours and free.
The view

From the top you look down on the Takashima cape, home to Aotsuka Shokudo, the cape viewpoint and the Hiyoriyama lighthouse, with the Sea of Japan spreading out in front of you. It is quiet, especially on days the aquarium is closed, when you may have it to yourself.
Shukutsu
Shukutsu is about 5 kilometers, 10 minutes by car, from the center of Otaru. Besides the observatory it has Aotsuka Shokudo, a seafood restaurant serving fish from the Shukutsu harbor, and the Otaru Aquarium, so it is worth a short detour from the canal, 10 to 15 minutes away.

At Aotsuka Shokudo, the grilled shellfish is especially good. When I went, surf clams and scallops were in season and the staff recommended them, so ask what is in season.
Parking and hours
The lookout is really a small car park for about 10 cars at the top of the hill, so you can drive right up. You can also park at the Otaru Aquarium car park (about 1,000 cars; 600 yen a visit in the main season, free in winter) at the foot of the hill and walk up in about 10 minutes. It is open at all hours, but access may be restricted after heavy snow in winter.

How to get to the Shukutsu Panorama Observatory
From central Sapporo it is about an hour. Take the Sasson Expressway toward Otaru and Yoichi; where it splits, stay in the Otaru lanes, and exit at Otaru IC. From there, follow Prefectural Roads 17 and 454 for about 10 minutes to Aotsuka Shokudo; the observatory is up the hill behind. The only rest stop before Otaru IC is Kanayama Parking Area, a small expressway rest stop with a convenience store and toilets. From New Chitose Airport it is about an hour and a half.
