Shinei no Oka is a hilltop park in Biei with a 360-degree view. To the east stand the Daisetsuzan and Tokachi mountains, two of Hokkaido's great ranges, and to the west the gently rolling patchwork hills that Biei is known for. It is famous for its sunsets, but the empty early morning is just as good. The car park is free.
The 360-degree view

To the west, the hills rise and fall in long waves of fields, the view that Biei is famous for.

To the east, the Daisetsuzan and Tokachi ranges line the horizon.
Morning or evening?
Shinei no Oka is best known for its sunsets, but in the early morning, with no one else there, the view is just as special. Because it is close to Asahikawa, it works well as your first stop in the morning or your last at sunset. My Biei and Furano guide has routes from both Sapporo and Asahikawa with Shinei no Oka at the start or the end.
